Normal after prolonged conflict for military bands especially irregulars to have to be shut down, this certainly happened with GLADIO and the Swiss version of GLADIO, and publicly. As I understand it you are saying that the business/political leaders dealt with early 20th century labor/class conflict by helping in the formation of labor unions and mediators like Kheel because violent crackdowns were futile and simply aggravated the problem. And this eventually produced the civil rights movement and forced racial integration.
My question is did they (the powerful white men) anticipate that race – and sex – quotas would eventually devour them also? (Or, at least their grandchildren.) Could they have anticipated Kneeling Nancy and Summer of Floyd? I doubt it.
To me, all these men, including Kheel, were trying to contain the product of a society based on the revolutionary concept of "human rights." And were reacting more than controlling the chain of events programmed over one hundred years earlier.
